Rob Rosenberg
Rob Rosenberg, President, (B C39 C61/D35 License Holder). Robert (Rob) Rosenberg has been involved in the multifamily industry for almost thirty years. Having started on the management side, he found his calling serving the managers and communities he once oversaw. Advance Construction Technology (ACT) was originally created while he had ownership in Massingham and Associates. ACT is rooted in understanding multifamily residential and providing the highest possible quality without sacrificing customer service.
Rob holds a Business Administration degree from San Jose State University with a concentration in Accounting. In addition, he received his law degree from the Santa Clara School of Law in 1999.

Lisa Esposito
Following a 25-plus year career in the community association management field, Lisa first entered the construction field in 2016. Joining the ACT team in 2018, Lisa provides a unique and invaluable perspective to our clients. As our lead ambassador, Lisa’s ability to communicate the scope and the effect on residents allows for a better understanding which supports a successful construction project.

Ruben Benjamin
Prior to immigrating to the United States, Ruben eared his Mechanical Engineering degree from Universidade Federal Da Bahia, UFBA. Following completion of his degree, Ruben entered the construction field. He now has over 30 years of construction expertise, as an owner, an engineer and project manager, Ruben has built a strong reputation for delivering a high level of service and quality. As a leader, Ruben supervises his team effectively, ensuring quality and safety. His experience in multiple areas capacities in the construction field assists ACT in our ability to be exceptional partners.

Jose Flores
Boasting over two decades of construction experience, Jose embodies leadership and expertise at ACT. With a proven track record of excellence, his dedication to quality and innovation aligns seamlessly with our core values. Jose’s seasoned approach ensures every project thrives under his guidance, making him an indispensable asset to our team.

Ramon Pacas
Prior to serving as the lead of the paint division, Ramon spent over a decade as a product representative. In that capacity Ramon not only assisted clients with the development of their scope, but also served as an advocate, as well as a resource when issues arose. His experiences and perpetual drive to continue to educate himself are a true asset to each project. Ramon prides himself on his knowledge and abilities to effectively address, even the most confounding circumstances.

Roman Corona
Roman is a seasoned Project Manager at ACT, bringing nearly two decades of construction industry experience to the team. He plays a key role in leading and coordinating large-scale projects, ensuring they are completed on time and to the highest standards. Known for his strong leadership and collaborative approach, Roman has successfully delivered numerous projects while building lasting relationships with colleagues, clients, and stakeholders. His ability to adapt to new challenges make him an invaluable asset to ACT, where he is committed to driving project success with professionalism and excellence.

Chris Del Rosario
Chris is a Project Manager with the ACT team and brings nearly a decade of experience in the construction industry. Throughout his career, Chris has developed a genuine appreciation for one-on-one collaboration, valuing strong partnerships with both clients and project teams.
Known for his “next-man-up” mindset, Chris embodies ACT’s collaborative culture, where teamwork is the foundation of every successful project. Since joining ACT, Chris has become a trusted leader and team player taking on some of our most complex projects, with a deep understanding of their details and demands. With a strong grasp of its nuances, Chris is an invaluable asset—providing consistent support and coordination across all entities involved.

Evette Weiler-Espinosa
Evette Weiler, PMP, Operations Manager. With nearly two decades of construction experience, Evette brings a unique perspective to each project. Starting her career as a project manager, and working her way through the ranks affords Evette a unique persecution as she is able to provide meaningful contributions from bidding to close of each project. In 2020, Evette was awarded her “Project Management Professional” certification, an internationally recognized designation for those deemed to possess requisite skills and knowledge necessary to ensure successful project outcomes.

Jose Castaneda
Jose, currently completing his Accounting degree at CSU East Bay, brings a detail-oriented approach to managing ACT’s office operations. With expertise in logistics and financial processes, he oversees accounting functions, ensures accurate reporting, and optimizes internal workflows to drive the company’s growth. As a Spanish-speaking liaison for employees, Jose also supports HR-related matters, fostering clear communication and a positive work environment. His commitment to efficiency and accuracy makes him an invaluable asset to ACT’s ongoing success.

Butch Waldron
Butch is a licensed General Contractor and construction professional with over 30 years of experience in construction. Butch started his journey in the construction profession by working as a framer in the early portion of his career framing new homes. Using that knowledge of building a home from the ground up, Butch eventually transitioned to estimating where he has spent the bulk of his career. Having estimated reconstruction projects in excess of $100,000,000 for HOAs, apartment communities, and the commercial industry, Butch now spends most of his time estimating as an expert for projects in litigation.

Nick Esposito
Nick brings nearly three decades of expertise in the multifamily industry. Following an early career in professional baseball and over a decade of coaching, Nick transitioned to the HOA industry, first as a community manager before moving into estimating with Draeger Construction. His background spans a broad range of project sizes and includes invaluable contributions to litigation services, specializing in destructive testing, expert cost estimating, and settlement analysis. Nick’s deep industry knowledge and skill set ensure exceptional service and reliability. Nick supports ACT’s mission to deliver quality-driven results for clients across the industry.

Alex Halaj
Alex brings over 25 years of experience in multi-family and single-family repair and reconstruction. Starting as a laborer, he built extensive expertise in dry rot repairs, waterproofing, and exterior building envelope systems, becoming a licensed general contractor and project manager. Known for diagnosing root causes rather than just symptoms, Alex delivers detailed, competitive, and safety-focused proposals tailored to each client’s needs. His ability to communicate with homeowners, architects, and engineers ensures the best outcomes, whether on large-scale projects or smaller scopes.

Tiana Fernandez
With nearly a decade of expertise in the CID-specific construction field, Tiana offers a unique perspective cultivated through hands-on experience in supervising construction and painting projects. Additionally, her role as a liaison for clients has enriched her understanding of their needs. Tiana’s insight of both client requirements and the intricacies of reconstruction projects empowers her to adeptly guide clients in preparation for such endeavors. Her ability to align the expectations of both clients and the construction crew is a testament to her skill in fostering successful project outcomes.

Reggie DuPee
Reggie brings a strong background in client service and problem-solving to his role in Business Development at ACT. With a transition from a design firm to ACT’s full-service construction environment, Reggie is focused on delivering end-to-end support for clients—from scope development through construction closeout. Known for helping clients tackle complex challenges, Reggie not only identifies effective solutions but ensures they are implemented with precision. Prior to entering the HOA industry, he built a successful career in medical device sales, where he earned a reputation for exceptional service and delivering high-impact results.

Angel Ramirez
Angel Ramirez brings over 10 years of experience in the multifamily construction industry to his role in Business Development at ACT. With a deep understanding of client needs and construction services, Angel excels at fostering strong relationships, providing tailored solutions, and ensuring client satisfaction. His proactive approach and strong communication skills make him a trusted partner in delivering successful outcomes for ACT’s clients.

David Mosse
David Mosse brings over 15 years of construction experience to ACT, including nine years in the HOA industry specializing in large-scale reconstruction and post-construction defect projects. His career spans business development leadership, award-winning contributions to the HOA community (CAI-OC Business Partner of the Year, 2022), and earlier experience owning a home remodeling business. Based in Orange County, David is passionate about building lasting client partnerships and driving growth. Outside of work, he enjoys surfing, the outdoors, and spending time with his wife and their two children.
